https://e-journal.unair.ac.id/ADJ/article/view/60296

Quality education is an important foundation in the development of a country. Quality education is a national goal stated in the preamble of the 1945 Constitution, which is to educate the nation's life. In addition to being a national goal, quality education is also a goal that must be achieved in accordance with the Sustainable Development Goals (SDGs) set by the United Nations (UN), which is the fourth goal. Indonesia has shown strong commitment to achieving these SDGs through various policies and programs. However, there are still many challenges to be faced, such as educational disparities between regions and among social groups, as well as the need for sustainable improvement in education quality. According to various reports, such as the Sustainable Development Report 2023, Indonesia's ranking is still relatively low. Similarly, the results of the Programme for International Student Assessment (PISA) 2022 released by the Organisation for Economic Co-operation and Development (OECD) show that Indonesia's scores are still declining and far from the global average score. Considering this situation, Indonesia needs strategies to achieve higher quality education.
Muhammad Ilham Hasibuan

https://e-journal.unair.ac.id/ADJ/article/view/60293

This paper addresses the importance of village fund management in Indonesia, a significant challenge given the sheer number of villages, totaling tens of thousands across the archipelago. The implementation of Good Governance principles in village fund management is crucial to ensure transparency, accountability, participation, and efficiency in fund utilization. This research aims to investigate how these Good Governance principles are applied in the management of village funds in Indonesia. The research methodology includes policy document analysis, case studies of implementation in selected villages, and interviews with stakeholders. Findings indicate that while efforts are made to apply Good Governance principles, challenges remain in practice, such as limited transparency in decision-making, inadequate community participation in monitoring, and insufficient accountability in fund utilization. Recommendations for improvement include expanding public access to information, strengthening independent oversight mechanisms, and enhancing awareness and capacity regarding the importance of Good Governance at the village level. These steps are expected to enhance the effectiveness of village fund management and support sustainable development at the local level.
Ferry Andriyanto Alvin

https://e-journal.unair.ac.id/ADJ/article/view/66690

Bhayangkara Hospital in Banten provides inpatient, outpatient, and emergency services but faces a significant challenge with a low Bed Occupancy Rate (BOR) despite adequate facilities and services. This study analyzes the factors contributing to the low BOR and develops optimization strategies through service quality improvement, focusing on five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. Six operational aspects were analyzed: human resources, methods, machinery, finance, materials, and the environment. Using a qualitative approach, data were collected through in-depth interviews with hospital staff and analyzed thematically. Results highlight that limited HR competencies, especially in operating ICU and NICU units, and inadequate medical equipment are significant barriers. Strategies included intensive training with partner hospitals, budget optimization, and technology adoption (e.g., SIM RS, telemedicine). These efforts increased BOR from 60% to 75% within six months. This study underscores the critical role of HR development and service quality improvement in optimizing BOR. It offers practical recommendations for hospital administrators, including targeted HR training, resource optimization, and leveraging technology. The findings provide a framework for addressing similar challenges in other hospitals, contributing to sustainable healthcare service delivery.
Leddy YuanasariFendy SuhariadiFathonahAgung Widodo

https://e-journal.unair.ac.id/ADJ/article/view/67876

The Noble Teacher Program enhances teacher competency in Indonesia through the CSCT Model and PISA Framework. It addresses training gaps by creating a sustainable framework aligned with global standards. The program began with Focus Group Discussions (FGDs) involving 20 education experts to identify needs and design a training model. Subsequently, 50 high school teachers in Surabaya participated in workshops and mentoring to improve pedagogical skills, critical thinking, social-emotional competencies, and technology integration. Evaluations showed significant improvements in teacher skills. Formative assessments identified program strengths and improvement areas, while pre-test and post-test comparisons confirmed gains in pedagogical and technological competencies, positively impacting classroom practices. The study concludes that the Noble Teacher Program effectively leverages community engagement to enhance education quality, aligning teacher competencies with global benchmarks. It provides a replicable model for integrating sustainability and global standards into teacher training initiatives.
Linda SutantoBadri Munir SukocoSri Pantja MadyawatiErick Fajar Subhekti

Sekolah Orang Tua Hebat (SOTH) is new program which targets parents/caretaker on stunting alleviation. This study aims to analyze the effect of SOTH on stunting in Lamongan Regency, Indonesia. We utilize panel data analysis in village level. We find that SOTH did not affect stunting directly. On the other hand, the multiplier effect of this program could potentially increase the understanding of child fostering. Therefore, promoting this program is necessary to complement existing stunting alleviation program in Indonesia.
Anis KartikawatiRudi Purwono

https://e-journal.unair.ac.id/ADJ/article/view/41364

The administration of the government sector and public services requires quality, competent and professional civil servant human resources to realize customer satisfaction in public services. This research is intended to determine the development of civil servant human resources through competencies that are carried out and regulated by the government in accordance with the theory of competence. As well as comparing with one of the countries that ranks well in providing public services, namely Canada. The results show that the development of civil servant human resources in Indonesia is in accordance with Charles E. Johnson's competency theory. In addition, the competence of civil servants in Canada is not much different from that in Indonesia. However, the low competence of civil servants in Indonesia requires the awareness of those concerned about their obligations to carry out their duties according to the duties and functions of their respective agencies.
Izmi Hanif Firladi IzmiNuri Hermawati

https://e-journal.unair.ac.id/ADJ/article/view/72316

In solving the problem of controlling street vendors, they require them to look at the problem from various aspects, and not only from one aspect. In this context, the Head of the Pamekasan Satpol PP which is an institution that carries out security and order in the community must continue to take corrective steps in all aspects of its activities, in order to improve the performance of its apparatus, considering that there will be more protests and complaints from both road users and residents. from the street vendors themselves who sell on the roadside. Based on the results of the research that the author did in the field, it turns out that the conditions for controlling street vendors are not firm, so it can be concluded that the ideal control of street vendors is difficult to realize, because in reality there are still Satpol PP officers in Pamekasan Regency who control street vendors with compassion and not have the heart to deal with traders whose stalls/businesses must be forcibly dismantled when there is a security and order raid.
Novian Eri Kusuma

https://e-journal.unair.ac.id/ADJ/article/view/72061

The television industry often experiences imitation. A commercial television station in the Indonesian television industry, Trans Media, experienced imitation of its program, technologies, and human resources. In the case of Trans Media, the imitation does not affect its sustained competitive advantage. It is not clear to competitors which resources generate sustained competitive advantage. Ambiguity is at the heart of this difficulty. In this study, we examine how an organization's strategies create ambiguity and achieve sustained competitive advantage in the middle of imitation efforts by competitors. We propose a Z-Model of inconsistency in creating ambiguity and achieving sustained competitive advantage. The academic and managerial implications are further discussed in this study.
Rr Rooswanti Putri Adi Agustini
