Abstract


The study was aimed at finding the socio-economic factors influencing the use of
clean water. The result of the study was hoped to be a reference for regulation on
the “cost” of water for keeping a balance supply, mostly in big cities having problem
with clean water as happen to Bandung.
The study was conducted on respondents comprising 100 families chosen randomly.
The respondents were asked to fill in a questionnaire about the use of water as
well as socio-economic factors covering the educational degree, occupation, and
income payment. The validity of their answers was then checked through a limited
observation. The data gathered was then analyzed by using One-way ANOVA to
see whether the socio-economic factors influence the use of water or not.
The conclusions of this study are : (i) the public need on clean water is basically
the need on public object, (ii) the value of clean water covers “use value” and
“exchange value”, (iii) consumers’ sacrifice to get clean water called as “cost”
basically can be well charged considering the “use value” and “exchange value”
it has, (iv) a higher water “cost” can be charged to those who has a better income,
(v) if the procurement of clean water can be served by the government, the water
tariff can be adjusted progressively to income - to guarantee the quantity and
quality of clean water needed by public.
