Referring to the Letter of the Director General of Higher Education of the Ministry of Education and Culture Number: 276/E2/DT/2014, Universitas Airlangga received a mandate from the Director General of Higher Education of the Ministry of Education and Culture to organize higher education in Banyuwangi. The establishment of higher education in Banyuwangi is called Program Studi Diluar Domisili (PDD). Program Studi Diluar Domisili (PDD) Universitas Airlangga in Banyuwangi is a collaborative program between the Banyuwangi Regency Government and Universitas Airlangga as stated in the Memorandum of Understanding Number 21 of 2014 and Number 1111 of 2014 between the two parties. The purpose of opening PDD Universitas Airlangga in Banyuwangi is to expand access and quality of education in an effort to provide equal access to education to meet the needs of quality human resources in the Banyuwangi region.

As the development of the education bureaucracy in Indonesia has changed the name PDD to become a Program Studi Diluar Kampus Utama (PSDKU) in a constitutional manner. During the past 3 years, the need for scientific information on the PSDKU campus and the communication access of scientists was limited to access to outside journals.

JoAS is firstly published in 2017 under the study programme of Aquaculture, Faculty of Fisheries and Marine Science, Universitas Airlangga. Now JoAS has been growing and has a commitment to improving the quality of journals to become national and international reputations by being indexed by various credible publications institutions.  JoAS has been accredited by the Directorate General of Research and Development, Ministry of Research, Technology, and Higher Education, Republic of Indonesia Number: 28/E/KPT/2019, effective since December 13, 2019

 JoAS also changed the structure of the editorial board and Peer Reviewers by collaborating with scientists and lecturer from around indonesia. This collaboration aims to attract opportunities for researchers from abroad and between domestic institutions to publish research articles in each issue of the JoAS.
