Tawar-menawar Antara Negara Tuan Rumah dan MNC dalam Penanaman Modal Asing (FDI) di Sektor Minyak dan Gas: Studi Kasus Pembatalan Kontrak Investasi Saudi Aramco di Kilang Cilacap

Penelitian mengenai hubungan antara pemerintah tuan rumah dan perusahaan multinasional (MNC) terkait penanaman modal asing (FDI) masih perlu dieksplor, terutama dalam konteks sektor minyak dan gas di Indonesia. Artikel ini mengkaji hubungan tersebut dengan menggunakan Political Bargaining Model (PBM) untuk menganalisis dinamika negosiasi antara Pertamina, perusahaan minyak milik negara Indonesia, dan Saudi Aramco, sebuah MNC besar, dengan menggunakan proyek Refinery Development Master Plan Cilacap sebagai studi kasus. Artikel ini meneliti apakah keselarasan tiga variabel PBM— tujuan relatif, sumber daya, dan kendala—mempengaruhi hubungan negara tuan rumah dengan perusahaan multinasional menjadi lebih kooperatif. Dengan menggunakan metode penelitian kualitatif, artikel ini menemukan bahwa meskipun ketiga variabel tersebut telah terpenuhi, hal ini tidak menghasilkan hubungan yang sukses antara kedua pihak. Selain itu, artikel ini mengindikasikan bahwa buruknya iklim investasi di Indonesia adalah alasan utama kegagalan kerja sama tersebut.
