Focus and Scope
Articles must be original writings about the results of community service activities in various fields of science application. Community service activities related to research implementation, application of appropriate technology, dissemination of innovation, and development of community empowerment models from various disciplines. The article must have never been published in international or national scientific journals.

Peer Review Process
Decision of Publication
- a) The Editor of the Jurnal Layanan Masyarakat (Journal of Public Services) is responsible for deciding which articles to submit to the journal must be published. The validation of the work in question and its importance for researchers and readers must always drive the decision. The editors can be guided by the policies of the journal editorial board and are limited by legal requirements that will apply regarding defamation, copyright infringement, and plagiarism. The editors can negotiate with other editors or reviewers to make this decision.
- b) Fair Play: The editor evaluates texts for their intellectual content at any time, regardless of the author's race, sex, sexual orientation, religious beliefs, ethnic origin, citizenship, or political philosophy.
- c) Confidentiality, the Editor and any editorial staff may not disclose any information about the manuscript sent to anyone other than the appropriate author, reviewer, prospective reviewer, other editorial advisors, and publisher, as appropriate.
- d) Disclosure and conflicts of interest: unpublished material disclosed in the text submitted may not be used in the Editor's research without the author's written consent.
Review Process
- a) Review Process. After the manuscript is received, similarity checking will be carried out using Turnitin. The tolerance limit of Turnitin is 20%. If the manuscript has less than 20% similarity, it will be sent to the Editor for review. After passing through the terms of writing, it will be sent to the reviewer (double-anonymized review). A minimum of two reviewers will be assigned to each manuscript.
The paper that has been reviewed will be decided on: accepted without changes, minor revision, major revision, or rejection. The average number of weeks between article submission and publication is eight to twelve weeks.
- b) The Editorial Board will consider the reviewer's decision to determine the manuscript's next step.
- c) Revision Phase. After the manuscript is received with a small or large revised notation, the manuscript will be returned to the author with a summary review form. The author is given three weeks to revise for texts received with significant revisions. Meanwhile, one week is allocated for revising manuscripts received with minor revisions. When returning a revised text, the author must fill out and attach a summary review form.
- d) Final decision. At this stage, the editor's board will re-evaluate the manuscript to ensure that the authors have revised it in response to reviewers' concerns. However, in this final decision, the manuscript can still be rejected if the writer is not serious about making the necessary revisions.
- e) Proofread. After the manuscript is deemed acceptable by the Editor's Board, it will be proofread to maintain linguistic quality.
- f) Confirm publication. At this stage, the final layout of the manuscript will be sent back to the author to ensure that the content is by the writer's writing. At this stage, the author can revise the typos found in the final manuscript. After confirmation from the author is given, the Editorial Secretary will process the manuscript for online publication on the website as well as print publications.
Publication Frequency
Jurnal Layanan Masyarakat (Journal of Public Services) is published four times in one year: March, June, September, and December.
Open Access Policy
The journal allows readers to read, download, copy, distribute, print, search, or link to the full texts of its articles and use them for any other lawful purpose.
This journal provides immediate access to its content on the principle that making research freely available to the public supports a greater global knowledge exchange.

Plagiarism Screening
Jurnal Layanan Masyarakat (Journal of Public Services) does not accept plagiarism. One of the JLM core values is originality. Therefore, so we do not tolerate any article with plagiarism issues. We use 20% Turnitin as our plagiarism checker tool to ensure that our articles are free from plagiarism issues.
Publication Ethics
Jurnal Layanan Masyarakat (Journal of Public Services) (p-ISSN: 2580-8680; e-ISSN: 2722-239X) is an anonymous peer-reviewed electronic journal. This letter explains the ethical rules of conduct established by all parties involved in publishing articles in this journal, including the authors, the editor-in-chief, the editorial board, the peer-reviewer, and the publisher, Universitas Airlangga. This statement is adopted under COPE's Best Practice Guidelines for Journal Editors. Jurnal Layanan Masyarakat (Journal of Public Services) applies open citation as indicated in I4OC.

Publishing articles through a peer-reviewed process in Jurnal Layanan Masyarakat (Journal of Public Services) is essential for developing community service science. The validation of research or literature reviews and the manuscript's importance for scientific development, subsequent researchers, and readers of Jurnal Layanan Masyarakat have always been primary considerations in decision-making. Editors of Jurnal Layanan Masyarakat (Journal of Public Services) may refer to the Board of Editors directives and always refer to the rules and regulations that exist in the Republic of Indonesia regarding copyright and plagiarism. The chairman of the board of editors may authorize other members of the editor to make decisions by observing the peer review results.
EQUALITY
The Editor will always uphold the sense of fairness in evaluating the manuscript regardless of the author's race, sex, sexual orientation, religion and belief, ethics, citizenship, or political ideology.
CONFIDENTIALITY
Editors and all editorial staff are not allowed to disclose information about manuscripts signed by Jurnal Layanan Masyarakat (Journal of Public Services) to anyone other than the corresponding author, editorial board and publisher if feasible.
DISCLOSURE AND CONFLICTS OF INTEREST
Unpublished material from a manuscript enters Jurnal Layanan Masyarakat (Journal of Public Services). The Editor cannot use it as a form of research without written consent or written consent from the author.
AUTHOR'S RESPONSIBILITY
Reporting standards
The author of an original research article must present the results openly and objectively and discuss the significance of the manuscript he made. The data underlying the writing of the manuscript must be accurately displayed therein. A manuscript must contain sufficiently detailed explanations for other researchers to replicate the research. Report fraud and consciously writing statements inconsistent with data are part of unethical and unacceptable scientific behaviour.
Originality and Plagiarism
The author must ensure that the manuscripts made are original research results. If the authors refer to or use the thoughts, data or writings of others, they must be adequately and correctly cited. Each major author is required to sign a Statement of Originality on 6000 stamp duty (attached). Jurnal Layanan Masyarakat (Journal of Public Services) recommends paraphrasing ideas or sentences from others with the corresponding citations in the guide for the author.
Dual Publication (Multiple, Redundant or Concurrent Publication)
The author should not publish the same manuscript in multiple journals simultaneously. Such behaviours are included as unethical and unacceptable publications.
Acknowledgment of Sources
The author should always perform appropriate source recognition by using the article's source or reference in the manuscript. The author should only cite influential and relevant articles to the manuscript he wrote.
Authorship
All authors that have contributed significantly to the paper must be listed in multi-authored papers. Those who have provided support but have not contributed to the research should be acknowledged in the Acknowledgements section.
Authorship issues fall into three main types:
- The exclusion of a contributor from the list of authors
- The inclusion of a named person who has not contributed to the paper or does not wish to be associated with the research
- The order of the authors on the paper and the level of contribution they have made to the paper.
Jurnal Layanan Masyarakat (Journal of Public Services) will endeavour to facilitate a resolution of an authorship dispute. However, as the research process is undertaken prior to the paper being submitted to Jurnal Layanan Masyarakat (Journal of Public Services), Jurnal Layanan Masyarakat (Journal of Public Services) or the editors cannot comment on the level of contribution by each author. Please refer to the Committee on Publication Ethics flowcharts for Jurnal Layanan Masyarakat's processes in authorship disputes in submitted or published articles.
If the matter cannot be resolved, Jurnal Layanan Masyarakat (Journal of Public Services) will refer the matter to the authors' institutions.
If all authors agree to a change to authorship on a paper, this will be presented as a corrigendum. A retraction notice will only be published when all authors request it.
Subject of Hazardous Materials, Humans or Animals (Hazards and Human or Animal Subjects)
If the work involves chemicals, humans, animals, microbes, procedures, or equipment that have an unusual danger inherent in their use, the author must clearly state this in the manuscript.
Disclosure and Conflicts of Interest
All authors should disclose in their text substantive financial conflicts or interests that may affect the outcome or interpretation of their manuscript. All sources of financial support for the project should be disclosed.
Fundamental Errors in Published Work
When the author finds significant errors or inaccuracies in an article published at Jurnal Layanan Masyarakat (Journal of Public Services), the author should immediately notify Jurnal Layanan Masyarakat (Journal of Public Services) Editor or publisher and work with the Editor to recall or improve the article.
Article Processing Charge
All articles published in our journals are free Article Processing Charge (APC), open access, and available online immediately upon publication. This includes the provision of online tools for editors and authors, article production and hosting, liaison with abstracting and indexing services, and customer services.

Journal History
Jurnal Layanan Masyarakat (Journal of Public Services) was first published in Vol. 1 No. 1 of 2017 and is still a print journal; it has not yet entered OJS. At the beginning of 2020, for the 4th Volume Issue No. 2 in 2020, it just entered OJS.
In 2023, Jurnal Layanan Masyarakat (Journal of Public Services) changed its publication frequency from twice a year to four times a year. From 2023, Jurnal Layanan Masyarakat (Journal of Public Services) published in March, June, September, and December.
According to Decree No. 79/E/KPT/2023, stated by the Ministry of Education, Culture, Research and Technology of the Republic of Indonesia, Jurnal Layanan Masyarakat Journal of Public Services) has received accreditation SINTA 4.
